The first part of starting ANY business is to sketch a business plan to show quickly whether you can ever make a profit. If not, your business would be a foolish waste of time. There are thousands of web sites and books about "how to start a small business", including the basic parts of a plan. Yes, some types of businesses are more highly regulated than others, such as things that people would buy to put on their skin. No, it's not impossible to plan how to ge through all of that and how much it will cost you.

Unless you have a new way of making them or its made entirely of animals, it's a cutthroat industry

It never ceases to amaze me how many people come on this board and say, "I want to start a business but I have absolutely no clue what I'm doing."

You're looking for an easy answer, so here it is. Give all your money to me, and take out some loans and give that money to me. The result will be identical to you starting a business, but it will be much easier.

Let's answer the easy question first - it will be very difficult. You will need a ton of money to get started (make the makeup/cosmetics, pay the manufacturer for batches, advertise, etc. And all this for a small company going up against the big cosmetics companies with tons of money, scientists on board, celebrity endorsers, etc. Have you even done any market research to see if there is a demand for your product? Are you ready to put in 80 - 100 hour workweeks to get the company rolling? What experience do you have in creating cosmetics or make-up?

Other than funding and regulation what are your plans for attracting customers ?

Very, very difficult and very, very expensive.

Cosmetics are regulated by the Food and Drug Administration.

Any thing that goes in or on the body is heavily regulated.
