Absolutely. It's not a very heavy boat. My brother and I used to tow a 19.5' sunbird with a 4.3L I/O with his 87 Toyota 4 cyl pickup. It's not ideal on the highway, and braking distance will be much higher, obviously. On the ramp it was great. That little pickup is like a tractor in 4L.

Nope. That motor is way too big for a Tacoma. Buy a 2018 Mercedes-Benz S-Class, remove the S-Class engine, sell it to me, and install the sunbird 17 motor in the S-Class. A beast to be

The towing capacity of a 4 cylinder or V6 Tacoma is 3,500 pounds. The tongue load is 350 pounds.

I have used a four-cylinder vehicle to tow a boat on a trailer. The BIGGEST problem I had was that the little 4-banger engine didn't have a lot of guts to pull the boat and trailer up out of the launch ramp at the end of the day. I had a choice of keeping the truck or the boat. I sold the boat.

If the Tacoma has a tow package there shouldn't be a problem. The boat weighs under 1,500 pounds. With the trailer you are probably under 2,000. That's surely within the trucks towing capacity. It won't win any races with a four cylinder though.

1/ Contact Toyota - find out what max allowable towing weight is
2/ contact Sunbird & find out what all up weight on trailer is - compare.
3/ consider the roads you'll be towing on if 2 is not much less than 1.
