There is nothing out of place in the task manager or control panel of my PC, but I still get pop ups and random new tabs appearing with scams saying I've won things and stuff like that. I don't see any evidence of a virus, so what's going o

Answers:

Yes, you technically have a virus, known as adware.

To get rid of this adware, first check at the top right (Firefox and Chrome) and see if there are any weird extensions. If there are, right click and select the remove button.

It is also good to have a good anti-virus such as Malwarebytes. It is free for a week, but it is definitely worth buying it.

If all else fails, you could try resetting it. :)

Maybe you have a malicious extension, or malware could be hiding behind something you believe to be harmless. Free malware scanners exist, so you definitely use them to check things out. Also, consider resetting the browser.

More likely you have adware.
Download malwarebytes adware cleaner, free for home use

Does my computer have a virus?” Unfortunately, the answer might be “yes” and your computer could be already compromised with viruses or advanced malware that are slowing down its activity and performance. This is one of the signs that show your PC might suffer from a malware infection.

it might,just run the antivirus and then you'll know if you have one

If you randomly get popups you most likely have a virus. I have a solution though.

HOW TO KNOW IF YOU HAVE A VIRUS
~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~
•Go to windows defender for a virus scan.
•Go to task manager research any file that looks weird.
•When the next popup comes up write down what it says and look it up to see what it is.
SOLUTION
~~~~~~~~~~
•If you do a scan it might say what files have the virus to delete them.
•reboot your computer. this works EVERY time (BUT.. first make sure you save anything important to a hard drive. If you reboot without saving stuff to something else, it will get deleted)

HOW TO NOT GET A VIRUS
~~~~~~~~~~~~~~~~~~~~~~~~
•Don't click ads on websites unless you trust it.
•Don't go on too much article or news websites (UNLESS YOU TRUST IT) some of them have automatic viruses.
•Don't download anything without researching it.
•DO NOT click on unwanted spam email.
•If something says, "YOU CAN WIN 5000 DOLLARS IF YOU CLICK THIS," do not click it.
•Only let people on your computer if you trust them and you know they won't click on anything bad.
•Some porn websites give viruses!!
•Don't follow all tutorials on internet when it comes to downloading unless there is lots of good reviews on it or people you know recommend it!
Them were my tips! Hope they helped. :)
Open up your control panel find Java open Java find the general settings tab unchecked box that says keep temporary files on this computer click apply then install CC cleaner click on the Broom check mark all of the boxes on the left hand side except for old windows installers now run the cleaner that will clean away all the browser garbage after you have done this install and run Malwarebytes remove anything bad that it finds and restart your computer
Do not go to unknown websites. Acan your Pc with another virus scanner
