Good ideas on how to fix the foster care system?

I'm suppose to do a project for school on a new 'New Deal' (Like the one in the '30s if anyone knows what I'm talking about.) We're suppose to choose a problem with the world today and then try and fix it. I want to come up with a

Years ago, I worked as a social worker with foster placement and child services. I believe that "fixing the system" involves both increased funding and preventive, educational services to families, as well as heavy promotion of birth control. There are too many people who aren't prepared for parenthood and can't even take good care of themselves who become parents in need of social services, and those services put a band aid on much bigger problems. Its a societal one, that gives more priority to taxpayers' dollars going toward military weapons and such, than the welfare and lives of our citizens.

I really like Faith's idea. Focus on foster care, as adopted kids generally are in a good place.
The problem does start with parents. There really is not a well funded support system to help parents turn their lives and attitudes around. And then, other parents are just crap and should not have kids.

.Support for foster kids who have parents who just refuse to change their ways and cannot care for the child.

Once in a blue moon it's because both of the bio parents died in an accident, but most kids are in U.S. foster care because of too-young, jobless, drug-addicted, or otherwise mis-firing parents. Just fix the problems with the parents. There ya go.

I am not sure if this is what you are looking for but I think it is a good idea. I once saw an old tv from I think the 70s and it was about a group home where foster kids lived and so did older people. The older people were not those who were sick and needed care just those who would normally live in a retirement home. The idea of the show was the foster kids and older people could support each other and learn from each other. I thought it was an interesting idea.I can't remember the name of the tv show & I'm searching all over Google but can't find it.

But from what I remember about reading it the whole idea was to give the foster kids someone to care about them and look after them. For the older people it gave them a purpose and something to do.
