It’s a “chain shackle” used to connect 2 pieces of chain. In this case, it’s on an old railroad tie that was used as a bumper for a ship.

Sailors, fisherman and marine engineers, such as my husband, regard the chain shackle as a very important tool. When we married, I received a 14k gold one which signifies the bond that brings us together.
